Project Manager – MN Council 

Location: St. Paul, MN 

Salary: $110–150k 

Sabot Consulting is seeking a Project Manager with a strong Quality Assurance focus to support large, complex IT and business modernization initiatives within a public-sector environment. This role will serve as a QA-focused Project Manager, responsible for planning, coordinating, and overseeing quality assurance activities across multiple enterprise-scale projects while ensuring alignment with overall program objectives, schedules, and governance requirements. Working closely with program leadership, QA leads, vendors, and technical teams, this role ensures testing efforts, quality controls, and release readiness activities are effectively integrated into project execution and delivery. 

Responsibilities: 

• Plan, manage, and oversee QA-focused project activities across multiple large-scale, enterprise initiatives. 

• Serve as the primary point of coordination between project management, QA teams, development teams, and vendors to ensure quality objectives are met. 

• Develop and maintain integrated project and QA schedules, testing dependencies, and milestone alignment. 

• Oversee the development and execution of QA strategies, test plans, and test frameworks across assigned projects. 

• Manage QA risks, issues, and dependencies, ensuring timely escalation and mitigation within program governance structures. 

• Coordinate and monitor vendor-led testing activities to ensure compliance with program standards and integration requirements. 

• Track and report QA status, defects, readiness metrics, and release criteria to stakeholders and governance bodies. 

• Ensure traceability between requirements, test cases, defects, and releases throughout the project lifecycle. 

• Support configuration management, release control, and quality gate reviews across project phases. 

• Collaborate with business analysts, developers, and QA leads to prioritize defect resolution and testing scope. 

• Provide leadership and guidance to QA team members while supporting hands-on testing oversight when required. 

• Support project closeout activities, including QA documentation, lessons learned, and transition planning. 

Must Have: 

• 10 years of experience in software quality assurance, software testing, or QA-focused project delivery roles. 

• 5 years of experience leading or managing QA efforts on large or complex programs. 

• 1 year of experience supporting cloud-based SaaS implementations. 

• 2 years of experience leading QA activities in multi-vendor or multi-system integration environments. 

• 2 years of experience performing manual and/or automated testing activities. 

• 2 years of experience developing QA strategies, test plans, test cases, and quality metrics. 

• 1 year of experience using Azure DevOps, JIRA, or HP ALM. 

• 2 years of experience applying QA processes within Agile, Iterative, and Waterfall methodologies. 

• Demonstrated ability to manage cross-functional teams and coordinate QA efforts across concurrent projects. 

• Able to work onsite in Minnesota at least one day per week 

Nice To Have: 

• Bachelor’s degree in Computer Science, Information Systems, or a related discipline. 

• Experience working within government or regulated industries delivering mission-critical systems. 

• Experience supporting public-sector, utilities, transportation, or infrastructure programs. 

• Familiarity with test data management, performance testing, and vendor validation processes. 

• Working knowledge of automation frameworks or tools. 

• Advanced degree or professional certification in Quality Assurance, Project Management (PMP), or Agile (CSM, SAFe).
