Sabot Consulting is seeking a Senior Program Manager to assist detention operators with technical assistance, training, compliance assessments, and subject matter expertise in all areas related to detention operations and adherence to national detention standards, policy, and directives. This role involves maintaining a consultant pool, auditing, developing and delivering training curriculum and related materials, advising on responses to inquiries and requests related to detention operations, and deploying SMEs to conduct compliance-related reviews.
Responsibilities:
- Conduct Technical Assistance Reviews, special and ad-hoc reviews, and compliance assessments of ICE detention facilities and associated field operations.
- Conduct pre-occupancy inspections and pre- and post-oversight inspection reviews to prepare facilities for upcoming oversight inspections and develop corrective action plans.
- Develop and deliver training on a range of detention management topics for ICE Headquarters staff, field personnel, and ICE stakeholders.
- Assess and develop training provided by ICE detention operators and create model training tools and resources.
- Conduct on-site medical reviews of ICE Health Service Corps-staffed facilities and other identified facilities.
- Provide formal reports to designated ICE staff describing the outcome of each project task, including Technical Assistance Reviews, special and ad-hoc reviews, medical reviews, and pre-occupancy inspections.
- Become familiar with inspection methodologies and processes used by oversight entities and provide training and evaluation of detention operators' training programs and methodologies.
- Plan, direct, and coordinate & oversee multiple projects and tasks, and manage daily operations and resource utilization.
- Perform QC/QA of all contract requirements and integrate QC/QA into all processes.
- Develop an internal reporting system to monitor project activities and ensure work products are professional, concise, free from errors, and complete prior to submission.
- Interface with the COR to meet contract requirements, including forecasting needs in an environment of shifting priorities and changing workloads.
- Support planning and implementing new ICE policies and directives related to custody management across the ICE detention network.
- Prepare briefings on inspection results, assessments, and other related subjects as required.
- Subject matter expertise in areas including detention standards, compliance programs, staffing models, medical care, detention conditions, special populations, use of force, segregation, sexual abuse and assault prevention, disability accommodations, language access, legal access, and programming.
- Experience reviewing detention files and conducting interviews of facility personnel and detained noncitizens.
- Experience in detention management, safety and security, segregation management, prevention of sexual assault and abuse, behavioral health and medical care, disability accommodations, legal access, language access, and maintaining a local compliance program.
- Bachelor's degree and ten (10) years of related work experience in detention, corrections, or a related criminal justice field.
- Five (5) years of Project Manager experience or PMI-PMP certification.
