Sabot Consulting is seeking a Business Systems Analyst to provide business analysis services for the Department of Justice’s IT Systems Modernization initiative. The Business Systems Analyst will support planning, readiness, and implementation activities for multiple stages of the Project Approval Lifecycle, focusing on requirements analysis, legislative impact assessment, and documentation for modernization of DOJ’s IT systems. This role requires strong analytical skills, familiarity with California PAL, and experience supporting complex IT projects in a public sector environment.

The Business Systems Analyst will support planning, readiness, and implementation activities for multiple stages of the Project Approval Lifecycle, focusing on requirements analysis, legislative impact assessment, and documentation for modernization of DOJ’s IT systems. This role requires strong analytical skills, familiarity with California PAL, and experience supporting complex IT projects in a public sector environment.
Responsibilities:
- Apply analytical processes to IT projects, supporting requirements gathering, business process analysis, and documentation.
- Prepare PAL Stage 4 documentation and artifacts, including readiness assessments, requirements baselines, and operational charts.
- Analyze legislative mandates and regulations to assess impacts on system requirements, business processes, and business rules.
- Develop and maintain project repositories, tools, policies, and documentation.
- Support Solution Integrator RFP development, evaluation, and onboarding.
- Facilitate stakeholder communications, meetings, and status reporting.
- Conduct business systems analysis and design, including elicitation techniques, use case development, and user story mapping.
- Document complex software systems, including sequence diagrams, activity diagrams, process flows, and architectural artifacts.
- Ensure knowledge transfer and documentation for DOJ staff.
- Coordinate with DOJ management, technical teams, and vendors to ensure successful project execution.
Must Have:
- Bachelor’s degree from a recognized college or university (or equivalent qualifying experience).
- 5 years of experience applying analytical processes on IT projects, including 3 years in business systems analysis and design.
- 3 years of experience analyzing legislative mandates and regulations to identify their impact on system requirements.
- 3 years of experience preparing PAL documentation and artifacts for IT projects, specifically for Stages 3 and 4.
- Strong analytical, documentation, and stakeholder engagement skills.
Nice To Have:
- Master’s degree or doctorate from a recognized college or university (or additional qualifying experience).
- 6 or more years of analytical experience, including 4 years in business systems analysis and design.
- 4 or more years of experience analyzing legislative mandates and regulations for system requirements.
- 4 or more years of experience preparing PAL documentation and artifacts for IT projects, specifically for Stages 3 and 4.
- Familiarity with California DOJ, firearms-related IT systems, and legislative analysis.
- Experience supporting Solution Integrator RFPs and vendor onboarding.
