Sabot Consulting is seeking a Lead Data Strategist to drive the development and implementation of a new statewide data strategy. This role is central to enhancing data maturity, literacy, and evidence-based decision-making across multiple state agencies.
Responsibilities:
- Develop a comprehensive statewide data strategy aligned with our client’s mission and vision.
- Define guiding principles and strategic objectives to ensure value delivery.
- Evaluate existing use cases and identify new opportunities for data-driven decision-making.
- Design a client specific data maturity model covering open data, literacy, analytics, governance, management, access, and sharing.
- Conduct current state assessments and benchmark against best practices.
- Recommend roles, skills, and technologies needed to implement the data strategy.
- Propose training and staffing plans for agency partners.
- Assess current data literacy levels and develop structured, role-based training recommendations.
- Create a 3-year roadmap and a 1-year action plan to improve data literacy and maturity.
- Serve as the primary point of contact for strategy development and stakeholder engagement.
Must Have:
- Extensive experience developing and implementing data strategies in the public sector.
- Strong understanding of data governance, analytics, and maturity modeling.
- Proven ability to lead cross-functional teams and engage with executive stakeholders.
- Excellent communication and stakeholder engagement skills.
- Experience with training design and technology evaluation.
Nice To Have:
- Experience in vendor-agnostic technology evaluation and integration.
- Knowledge of public sector data challenges and regulatory environments.
- Background in designing and delivering data literacy programs.
- Familiarity with tools and technologies used in data governance and analytics.
- Experience working with state or federal agencies on strategic data initiatives.
